According to The Verge, later this month Twitter will restructure what counts towards the 140 characters you have per tweet. The new update will no longer register media attachments (GIFS, pictures, polls, etc.), quoted tweets, or usernames in the beginning of replies towards your character count. Look for this to take effect officially on September 19th.
